Data on Extra Help Enrollment

May 2008

CMS held a Spring 2008 LIS Summit on May 16, 2008 at which important updated projections were published of the number of people who are not yet enrolled in Part D and who are likely eligible for Extra Help as of May 2008. These data do not include people already in Part D plans who may be eligible for LIS but have not yet applied for it. Accompaying the data were concepts and strategies for finding those eligible but not yet enrolled as well as partnering ideas.

January 2008

CMS has published data on Extra Help enrollment as of January 2008:

July 2007

CMS released important new estimates of the number of people who are not yet enrolled in Part D and who are likely eligible for Extra Help in July 2007. It is important to note that this data does not include people already in Part D plans who may be eligible for LIS but have not yet applied for it.

The data are available online in helpful maps and Excel spreadsheets.

  • Maps

You can view two interactive maps of the United States. One map details actual numbers of estimated unenrolled LIS-eligible individuals. The other map shows the percentage of LIS-eligible population that remains unenrolled.

When you click on your state, the state map will appear with counties delineated. Clicking on a county displays the estimated number or the percentage of people eligible for the Extra Help, but not yet enrolled. [Note: these maps are huge files and may take a while to open.]

  • Data Source Files

There are two zipped Excel spreadsheets. One contains county-level data and the other contains zip code level data. The data in each file includes the total number of Medicare beneficiaries in the county and/or zip code, the number of estimated unenrolled LIS-eligible beneficiaries, and the percentage of Medicare beneficiaries that are eligible for LIS but not yet enrolled. The spreadsheets also contain data FIP codes; these are used with mapping software.

The data source files are available in PDF and Excel formats.

  • More Resources to Explain How to Use to Data on Estimated Numbers of Extra Help Eligible People

“Low Income Subsidy (LIS) Targeting Spreadsheets: An Example of How the Spreadsheets Can Be Utilized” (192Kb PDF file) explains how to filter the data to quickly identify counties or zip codes with high numbers of estimated unenrolled Extra Help eligible beneficiaries. This document also explains how CMS developed the estimates.
